HRA and self-financing
HQN is at the forefront of national decision-making through our involvement in the HRA Subsidy Review during 2008-2009. In addition to also being heaviliy involved in two workstreams – leading one, we were also commissioned to carry out an evaluation of the management and maintenance of council housing by CLG. Moreover, our lead on the self-financing pilot project in 2006/07 influenced the decision to carry out the Subsidy review.

- Financial modelling: support and modelling, review of the opportunities presented by the changes in legislation such as how to raise additional income for re-investment

Our HRA review work includes:
- Review of revenue income and expenditure assumptions: covering rent policy, convergence, service charges, cost structures and the extent of re-charges and corporate costs within the HRA
- Review of capital expenditure and resource assumptions: including stock survey data and the implications and opportunities of current approaches to financing the HRA capital programme
- Sensitivity analysis reporting: using a range of platforms, we can help to update HRA plans with sensitivity analyses and also provide 'state of the HRA' reporting
- Preparation of modelling for alternative financial futures: the modelling needed to help you understand the possible implications of alternative financial futures for the HRA and capital expenditure programme
- Comparative review of costs: incorporating data gathered from a range of housing organisations of a similar size and nature.
