The comprehensive guide to the Welfare Reform Act 2012

The Welfare Reform Act which received Royal Assent in March 2012 sets out the government’s plans for major changes to many current benefits including Housing Benefit.

Regulations, expected later this year, will set out the detailed information about how the changes will work in practice.

This briefing paper is based on the information available at the time. This includes Parliamentary debates, ministerial statements and information from Department for Work and Pensions. Some of the changes will apply to working age claimants only, others apply to both working age and pension age.
